Remarks by H.E. Ambassador Yu Hong at Commemorative Meeting in Celebration of the 30th Anniversary of China-Brunei Diplomatic Relations

A commemorative meeting in celebration of the 30th anniversary of China-Brunei diplomatic relations was held online and offline on Sept 8th, jointly organized by the Government of Guangxi Zhuang Autonomous Region, Brunei Ministry of Finance and Economy, the Chinese Embassy in Brunei and the Brunei Embassy in China. Chinese Ambassador to Brunei H.E.Yu Hong delivered a remarks,the full text is as follows:

Distinguished Guests, Ladies and Gentlemen,

Good morning!

It gives me great pleasure to attend the meeting, which is co-organised by the Embassy of the People’s Republic of China in Brunei Darussalam, the government of Guangxi Zhuang Autonomous Region, the Ministry of Finance and Economy of Brunei Darussalam and the Embassy of Brunei Darussalam in China, commemorating the 30th Anniversary of the establishment of China-Brunei diplomatic relations.

This year marks the centenary of the founding of the Communist Party of China and the 30th anniversary of China-ASEAN Dialogue Relations, coinciding with Brunei's rotating chairmanship of ASEAN, which means special significance for both China and Brunei. It is an honor for me to attend the commemorative meeting at the special moment.

Thirty years ago, with the signing of the Communique on the establishment of diplomatic relations between China and Brunei in New York, by then Chinese Foreign Minister HE Mr Qian Qichen and then Bruneian Foreign Minister HRH Prince Mohammed, the friendship between China and Brunei with a long history has started a new chapter of the time. In the past three decades, with the joint efforts of the governments and all sides of our two countries, China and Brunei have deepened both cooperation and friendship, setting an example of relations between countries of different political systems and different sizes based on mutual respect, equal treatment, win-win cooperation and common development. By this opportunity, on behalf of the Embassy of China in Brunei, I’d like to extend my warm congratulations to the government of Guangxi Zhuang Autonomous Region, the Ministry of Finance and Economy of Brunei Darussalam, and the Embassy of Brunei Darussalam in China, and sincere appreciation to those who have been giving support to China-Brunei cooperation and the work of the Embassy of China in Brunei Darussalam.

I am proud of the achievements made in the past 30 years since the establishment of diplomatic relations between the two countries.

Over the past 30 years, political mutual trust between China and Brunei has been deepened. We adhere to the principles of sovereign equality, mutual respect and non-interference in each other's internal affairs. Bilateral relations have been developed rapidly under the guidance of and driven by the leaders of both countries. A number of Chinese state leaders have visited Brunei Darussalam, and His Majesty the Sultan of Brunei Darussalam has visited China or come to China to attend international conferences for 12 times. China and Brunei established a strategic cooperative relationship in 2013 and this relationship was upgraded to a strategic partnership of cooperation when Chinese President HE Xi Jinping visited Brunei in 2018. As a founding member of the AIIB, Brunei actively supports the Belt and Road Initiative. The two countries jointly promote all-round cooperation under the Belt and Road Initiative and established an Joint Steering Committee between China and Brunei. Cooperation in defense, civil aviation, health, culture, tourism, sports, education, justice as well as in regional and international affairs and other fields keep deepening.

Over the past 30 years,the economic and trade cooperation between the two countries has yielded diverse highlights. Expanding from small to big, the China-Brunei economic and trade exchanges have made great progress. China has become Brunei's third largest trading partner and the biggest source of foreign direct investment. Faced with the impact of COVID-19, the bilateral economic and trade cooperation has bucked the trend with growth, speaking volumes about the strong resilience and robust impetus. The Hengyi PMB Refinery and Petrochemical Project,a key cooperation under Belt and Road Initiative between China and Brunei, is Brunei’s largest FDI, which has extended industrial chain for Brunei and become a new engine boosting employment and spurring economic growth.The Brunei-Guangxi Economic Corridor (BGEC) is a major economic cooperation platform for China and Brunei, as well as a bilateral cooperation project with substantial content and growing potential. After Guangxi Beibu Gulf International Port Group started operating the Muara Port, the Port’s efficiency has improved significantly, making important contributions to the China-BIMP-EAGA cooperation and the development of the New Land-Sea Corridor. Hiseaton Fisheries company is dedicated in Brunei’s achievements in fishery with “3-First” --localizing fry supply, building an offshore fish farm and exporting farmed marine fish all for the first time. With exquisite technology and excellent quality, the engineering projects constructed or participated in by Chinese enterprises, such as the PMB Bridge, the Telisai-Lumut Highway, Ulu Tutong Dam and the longest cross sea bridge in Southeast Asia- the Sultan Haji Omar Ali Saifuddien Bridge, have made contributions to Brunei's infrastructure connectivity and regional economic development. As Brunei is making efforts in expanding exports to China, more and more good quality aquatic products has been brought to Chinese families. Brunei financial companies strive to introduce China's digital payment technology. The implementation of Alipay and UnionPay digital wallets in Brunei has attracted hundreds of merchants to get involved. Digital economic cooperation has increasingly become a new highlight.

Over the past 30 years, mutual understanding between the two nations have deepened. China and Brunei have increased cooperation in education, tourism, sports, culture and other aspects. The people of the two countries have also enhanced understanding and established friendship through communication and exchanges. Last year, President Xi Jinping and the Sultan of Brunei exchanged congratulatory letters for China Brunei Year for Tourism 2020. China provides scholarships to Brunei through various channels. Chinese enterprises in Brunei actively cooperate with China and Brunei Universities to cultivate talents for Brunei's development. In responding to natural disasters, the two countries greatly supported each other in overcoming the difficulties. Since the outbreak of the COVID-19 in 2020, the people of the two countries have joined hands in fighting the pandemic. The leaders of the two countries exchanged letters. The Brunei government donated US$500,000 to Hubei China, and the Chinese government donated anti-epidemic materials and Chinese vaccines to Brunei. Local governments of Guangxi and Nanjing, Chinese companies, and people from both countries also donated fund and materials. Beijing Yidu Cloud Company came to help during the peak of the epidemic and assisted the Brunei government to build an emergency response platform and Bruheath App, which played an important role in fighting against the epidemic. With the second wave of the outbreak in Brunei, China BGI company rushed to help and built Southeast Asia's first mobile inflatable HuoYan AirLab in Brunei, which greatly increased the nucleic acid detection capabilities and encouraged people’s confidence in defeating the epidemic. These vivid anti-epidemic stories once again show that the people of the two countries are reliable partners in overcoming difficulties together. They also interpret the profound connotation of a community with a shared future for mankind. I fully believe that the Brunei government can effectively deal with the impact of the second wave of the epidemic. The Chinese government will continue to sincerely support Brunei’s anti-epidemic efforts and provide assistance when in need. The Chinese Embassy in Brunei is strengthening coordination with related parties for the early delivery of the vaccine to Brunei.

Guangxi is the host of the China-ASEAN Expo and venue of the Summit for the 15th Anniversary of the China-ASEAN Dialogue Relations. It has actively supported and promoted China-ASEAN relations for a long time, and has made positive contributions to the development of China-ASEAN relations. Guangxi plays a unique role in promoting China-Brunei cooperation. I sincerely hope that taking the 30th anniversary of the establishment of diplomatic relations as a new opportunity, the Guangxi-Brunei Economic Corridor will enter into a new stage for the implementation and advancements of the cooperative projects and make greater contributions to China-Brunei relations for the next 30 years.

Not long ago, HE Xi Jinping, President and General Secretary of the Communist Party of China, pointed out in his speech at the 100th anniversary of the establishment of the Communist Party of China that we are committed to promoting the high-quality development of BRI and providing new opportunities for the world with China's new development. China is willing to strengthen the alignment between China's Long-Range Objectives Through the Year 2035 and Brunei's Wawasan 2035, and continue to support Brunei’s economic diversification efforts. China is building a new development pattern and will continue to implement a higher level of opening up policy, while Brunei has also issued a national economic development blueprint to achieve sustainable development goals, bringing new opportunities for the deepening of cooperation between the two countries. We hope that China and Brunei will continue cooperation under BRI and promote cooperation in key projects such as Hengyi PMB project and the Guangxi-Brunei Economic Corridor, and work jointly to promote the RCEP agreement come into effect soon. At the meantime, we should focus on the economic recovery and discover new opportunities in the post-epidemic era, making great contributions to the continuous development of bilateral relations and the maintenance of regional peace, stability and prosperity.
