Notice on boarding with green HS code or HDC code for China-bound Passengers

In order to reduce cross-border transmission of COVID-19 and safeguard the health and safety of passengers, starting 1 December 2020, all China-bound passengers will be required to present a green HS code (Chinese nationals) or HDC code (foreign nationals) issued by the Chinese Embassy in Brunei in order to board, instead of the current practice of presenting the original Statement of Result for SARS-Cov-2 RT-PCR test and Statement of Result for SARS-Cov-2 IgM Anti-Body test. Please view the attachment for samples of both codes.

The specific requirements are as follows:

1) Chinese passengers shall upload pictures of their Statement of Result for SARS-Cov-2 RT-PCR test and Statement of Result for SARS-Cov-2 IgM Anti-Body test with negative results within 2 days prior to boarding issued by RIPAS Hospital via the WeChat mini program “Health Code International” immediately after the collection of statements and fill in the required information. The Embassy will issue a green HS code as soon as it verifies the statements.

2) Foreign passengers shall upload pictures of their Statement of Result for SARS-Cov-2 RT-PCR test and Statement of Result for SARS-Cov-2 IgM Anti-Body test with negative results within 2 days prior to boarding issued by RIPAS Hospital, along with other required documents such as passport information page etc, via website https://hrhk.cs.mfa.gov.cn/H5/ on computer or mobile phone, and fill in the required information, immediately after the collection of statements. The Embassy will issue a green HDC code as soon as it verifies the required materials.

3) Passengers need to present green HS code (Chinese nationals) or green HDC code (foreign nationals) on the mobile phone or in print for inspection by Royal Brunei Airlines during check-in and boarding process. Please make sure to board within the validity period of the HDC code. In case of flight delay, Royal Brunei Airlines will check the validity of the HDC code based on the original departure time.

4) Passengers going to China via connecting flights must take RT-PCR and IgM anti-body tests in Brunei before boarding the flight to transit country and take both tests again in the transit country within 48 hours before boarding the direct flight to China. Foreign passengers must apply to the Chinese embassies or consulates in the transit country for green HS code or HDC code in order to board the plane to China. In order to reduce the risk of infection during transits, as well as the risk of being stranded or repatriated, passengers departing from Brunei to China are strongly encouraged to take direct flight instead of connecting flights. Starting 1 December 2020, no green HS code or HDC code shall be issued to departing passengers who take connecting flights to China by the Chinese Embassy in Brunei in principle.

Please read the above-mentioned requirements carefully, stay isolated as much as possible after the tests and take precautionary measures for personal protection to avoid infection.
