On June 13, 2012, foreign Ministry spokesperson Liu Weimin held a regular press conference.

Q: The foreign ministers' meeting on the Istanbul Process of the Afghanistan issue will be held in Kabul soon. Will China send a delegation there? Secondly, Myanmar Foreign Minister U Wunna Maung Lwin is in China for a visit. Has China expressed concern over the situation in the Rakhine State to the Myanmar side?

A: On the first question, Vice Foreign Minister Fu Ying will head a delegation to the foreign ministers' meeting on the Istanbul Process of the Afghanistan issue. Supporting Afghanistan in strengthening links with other regional countries, China is ready to stand together with other countries to contribute to peace, stability and development of Afghanistan and the region as a whole.

On the second one, this morning, Foreign Minister Yang Jiechi held talks with his visiting Myanmar counterpart U Wunna Maung Lwin, exchanging in-depth views on bilateral relations as well as international and regional issues of common interest.

Foreign Minister Yang Jiechi said that China and Myanmar are important neighbours to each other. Always valuing developing good-neighborliness and friendly cooperation with Myanmar, China is willing to strengthen communication and coordination with Myanmar on the basis of mutual respect and mutually-beneficial cooperation, so as to ensure the smooth implementation of major cooperation projects and jointly push forward a sustained, sound and stable development of bilateral comprehensive strategic partnership of cooperation for the benefit of the two peoples.

Foreign Minister U Wunna Maung Lwin said that Myanmar cherishes Myanmar-China brotherhood and appreciates China's long-term precious support and help to Myanmar's economic and social development. Myanmar will always give priority to developing relations with China, and is willing to join hands with China in enhancing friendly exchanges and cooperation across the board and deepening their comprehensive strategic partnership of cooperation.

On the situation in the Rakhine State of Myanmar, China supports the efforts of the Myanmar Government to safeguard domestic stability and ethnic harmony.

Q: Reports said that a Chinese company exported to the DPRK large vehicles used for missile transportation and launch. Is that in violation of relevant UN Security Council resolutions?

A: Such reports are not in compliance with the facts. China has stayed in communication with relevant countries over issues including non-proliferation. I'd like to reiterate that China is firmly against the proliferation of weapons of mass destruction and their delivery vehicles, and has always been strictly abiding by relevant UN Security Council resolutions and its own laws and regulations on non-proliferation export control.

Q: Will the G20 Los Cabos Summit discuss the euro-zone debt crisis? Does China support the G20 in discussing the Greek debt crisis and its withdrawal from the euro-zone?

A: Over the past days, the European debt crisis has been salient and drawn world attention. As the premier forum for international economic cooperation, G20 focuses on the major and urgent risks and challenges in world economy and finance. Thus, it is natural for the Los Cabos Summit to discuss the euro-zone debt crisis.

China believes that the Los Cabos Summit should follow a constructive and cooperative attitude, proceed from the overall interest of safeguarding a stable recovery of world economy, encourage and support euro-zone countries to take relevant measures. We all believe that Europe has the capability to resolve its problems. Leaders of the EU and relevant euro-zone countries have expressed many times that Europe has the resolve, capability and resources to resolve the sovereignty debt issue. The Summit should affirm that and express G20 countries' confidence in European economic and financial stability.

The Greek debt issue is an internal affair of the EU. If the developments of the situation affects international economic and financial stability, the international community should pay necessary attention and offer help. It is up to the G20 members to decide through consultation whether the Los Cabos meeting should discuss this issue.

Q: Please brief us on Libyan Foreign Minister Ben Khayal's visit to China. What role will China play in Libya's post-war reconstruction? Have the two sides signed any agreements on that?

A: At the invitation of Foreign Minister Yang Jiechi, Minister of Foreign Affairs and International Cooperation of Libya Bin Khayal is visiting China from June 9 to 13. Vice-President Xi Jinping and Foreign Minister Yang Jiechi met and held talks with him respectively.

China said that China-Libya relations are based on the Five Principles of Peaceful Co-existence and can stand the test of the vicissitudes of international situation. Developing mutually-beneficial cooperation across the board not only serves the fundamental interests of the two peoples, but also contributes to regional and world peace and stability. China is ready to work together with Libya in respecting each other, conducting sincere cooperation and strengthening close links in a bid to press ahead with bilateral friendship and cooperation in a new period for the benefit of the two countries and two peoples.

At present, the political and economic reconstruction of Libya has entered a crucial period. In spite of a relatively short time since its foundation, the interim government has made positive achievements in safeguarding national stability, restoring economic development and promoting ethnic reconciliation. China encourages Chinese enterprises to take part in Libya's post-war reconstruction and sincerely hopes that Libya will achieve lasting stability, prosperity and development at an early date.

Foreign Minister Bin Khayal thanks China for the latter's fair and responsible position on the Libyan issue, stressing that Libya attaches great importance to the friendship with China and welcoming China's participation in its reconstruction. Libya is ready to promote bilateral mutually beneficial cooperation in various areas together with China.

During Foreign Minister Bin Khayal's visit, China and Libya have not signed any agreements.

Q: Did China export any missile transport vehicles or other missile parts to the DPRK last year? Separately, former Norwegian Prime Minister Bondevik was denied visa by the Chinese Embassy in Norway recently. How do you comment?

A: On the first question, I'd like to stress that Chinese enterprises have not exported any items prohibited by relevant UN Security Council resolutions and Chinese laws and regulations.

On the second one, it is a common practice of Chinese diplomatic missions overseas to grant visas to foreigners scheduled to visit China upon invitation according to authorization of relevant Chinese authorities. In some foreign embassies in China, there are Chinese citizens being denied visa almost everyday. Countries may have different visa policies and practices and there is no need for excessive interpretation of that.

Q: British leaders such as Prime Minister Cameron met with Dalai recently. Afterwards, several UK ministerial-level officials' trip to China was cancelled. Why did China do that?

A: China has expressed strong dissatisfaction and firm opposition against the UK's insistence on arranging its leaders to meet with Dalai. The bilateral relations have been impacted and the responsibility should completely fall on the UK side. We demand the UK to take China's solemn position seriously, stop condoning and backing "Tibet-Independence" separatist forces, and take effective measures to eliminate negative impact so as to push the bilateral relationship back to the track of sound development with concrete actions.

Q: Please brief us on Premier Wen Jiabao's attendance at the UN Conference on Sustainable Development and visit to Latin America. Secondly, did some Chinese company export missile transport vehicles to the DPRK via a third country or some other country's companies export them via China?

A: On your first question, the information will be released in due course.

On the second question, I'd like to emphasize again that China has always been strictly abiding by relevant UN Security Council resolutions and its own laws and regulations on non-proliferation export control. Chinese enterprises have not exported any items prohibited by UN Security Council resolutions and Chinese laws and regulations.

Q: Some UN officials believe that an all-out civil war has broken out in Syria. How does China comment?

A: China is highly concerned with the recent developments in Syria. We hold that the Syrian situation is at a critical juncture, and we hope all parties in Syria will honor their commitments of ceasing fire and ending violence in real earnest, in a bid to ease the situation and create conditions for the political dialogue process to be launched. All parties should exert their utmost to protect civilians and refrain from any repeated damage to the innocent people.

China is exploring ways to defuse the Syrian situation with the international community. China adopts a positive attitude to and is stepping up study into the beneficial suggestions brought forward by Russia and special envoy Annan. We are also maintaining communication and coordination with relevant parties in order to ease the situation as soon as possible.

Q: Dalai may go to the UK in the near future. You just said that the UK is hoped to take concrete steps to improve bilateral relations. If the UK does not take any measures, will that further affect China-UK relations? The UK will host the 2012 Olympics, will that affect China's participation in the Games?

A: The UK leaders' meeting with Dalai impacted bilateral relations and the responsibility lies completely with the UK. We hope that the UK will not make repeated mistakes and hurt China's interest.

On your second question, according to my knowledge, the Chinese delegation is making active preparation for the Olympics.

Q: It is reported that some parties provided attack helicopters to Syria. What's China's comment on parties offering weapons to the Syrian Government or the opposition?

A: We hope the international community can play a positive and constructive role for the easing of the Syrian situation and promoting political dialogue.
